the F-14A reaches its most efficient turn rate performance when wings are swept fully forward (set to 0%) and that can be achieved only by using the manual wing sweep controls. Since it is semi-automatic, the wing will automatically change its position after reaching around ~800 km/h IAS.
から、可変翼が半自動だと0%位置まで行かないのは仕様だと思われる。着陸態勢まで行ったらさすがに0%位置になるんじゃない？
